Subject: [PATCH] fix: disable npm workspaces with env and --workspace flag

npm still reads workspace package.json even with cwd=/tmp because
it uses HOME-based global configs. Set NPM_CONFIG_WORKSPACES=''
and pass --workspace= to fully disable workspace resolution.
